2.4 million attacks per day! Government unveils 2025 cybersecurity strategy to advance defenses!

aiwan’s Cybersecurity Strategy Reaches a New Milestone: At the opening ceremony of “CYBERSEC 2025 Taiwan Cybersecurity Conference,” President Lai Ching-te announced the release of the “National Cybersecurity Strategy 2025.” Building upon the principle that “Cybersecurity is National Security,” the government formulated the National Cybersecurity Development Program, which sets three main objectives: strengthening the overall resilience of society’s cybersecurity defenses, enriching the cybersecurity industry ecosystem, and developing emerging defensive technologies — all demonstrating concrete government actions in cybersecurity protection.

“2024 Cyberattack Techniques Analysis” – Three Key Highlights

According to the government’s “2024 Cyberattack Techniques Analysis” report, Taiwan faced continuous cyberattacks, data theft, and intrusions throughout 2024. Attack methods evolved rapidly, targeting government agencies, critical infrastructure, and the high-tech manufacturing industry. These not only disrupted government operations but also affected economic development. The report highlights three major findings:

1. Daily average of 2.4 million attacks in 2024
Based on statistics from the government’s Internet Service Network Indicators of Compromise (IoCs), the daily average of 2.4 million intrusion attempts marked a twofold increase compared to 1.2 million in 2023. While most were successfully blocked, this underscores the increasingly severe cyber threat landscape.
2. 80% of incidents targeted government agencies
In 2024, Taiwan recorded 906 cybersecurity incidents across public and private sectors, a 20% increase from 752 cases in 2023. Among them, government agencies accounted for nearly 80%, with telecommunications and transportation sectors being the most heavily targeted.
3. Cybercriminals stole personal data and profited by selling it
Hackers exploited vulnerabilities in government communication devices, using “Living off the Land (LotL)” techniques to evade detection. They stole sensitive personal data and later sold it openly on the dark web.

These escalating cyberattacks not only highlight the government’s heightened focus on national cybersecurity but also remind enterprises and individuals of the importance of strengthening their own cyber defenses.

Taiwan’s Internal and External Cybersecurity Challenges

In today’s world, cyberattacks are increasingly characterized by the weaponization of vulnerabilities. Nation-state cyberattacks are often seen as a precursor to large-scale physical attacks, posing serious threats to national security. According to the National Security Council, Taiwan’s cybersecurity challenges can be categorized into three areas:

A. Internal Challenges
▪ Inadequate cybersecurity response and resilience: Government departments still lack mature response mechanisms and sufficient cross-department collaboration when facing cyberattacks.
▪ Need for stronger partnerships: Cross-border and cross-sector collaboration has become essential, requiring a tighter cybersecurity alliance network.
▪ Rising cybercrime: Threats such as ransomware and online fraud continue to put pressure on national security.

B. External Threats
▪ Increasing nation-state cyberattacks: Including supply chain attacks and targeting government infrastructure for disruption.
▪ AI-driven attack evolution: The rise of generative AI has fueled new forms of cyberattacks, significantly increasing defense difficulty.
▪ Escalating cybercrime: Ransomware, online fraud, and other malicious activities continue to pose severe security risks.

In response to these threats, the National Security Council stressed that “gradual changes are no longer sufficient to address urgent crises,” calling for significant improvements in cybersecurity readiness, resilience, and proactive defense capabilities.
